नेपाल रेडक्रसको गोदाम घर निर्माणका लागि सम्झौता सम्पन्न 

रेडक्रस सोसाइटी चाइना र नेपाल रेडक्रस सोसाइटीबीच केन्द्रीय गोदामघर निर्माणसम्बन्धी सहयोग सम्झौतामा आज काठमाडौंमा हस्ताक्षर भएको छ । 

सम्झौता पत्रमा चाइना रेडक्रसका तर्फबाट चाइनिज रेडक्रस (Red Cross Society of China)RCSC) का उपाध्यक्ष वाङ हाइजिङ Wang Haijing  र नेपाल रेडक्रस सोसाइटीका तर्फबाट महामन्त्री देवरत्न धाख्वाले हस्ताक्षर गर्नुभयो । सम्झौता अनुसार रेडक्रस सोसाइटी चाइनाको आर्थिक सहयोगमा भक्तपुरमा केन्द्रीय गोदामघरको निर्माण हुँनेछ ।  

केन्द्रीय कार्यालयमा आयोजित हस्ताक्षर कार्यक्रममा बोल्दै चाइना रेडक्रसका उपाध्यक्ष वाङ हाइजिङले नेपाल रेडक्रसलाई गोदाम निर्माणका साथै अन्य क्षेत्रमा पनि सहयोग गर्न चाइना रेडक्रस तयार रहेको बताउनुभयो । 

नेपाल रेडक्रस सोसाइटीका अध्यक्ष संजीव थापाले नेपाल रेडक्रसले विपद्को लागि पूर्वतयारी गरे पनि २०७२ सालको भूकम्पको समयमा ठूलो मात्रामा सहयोग गर्न ठूलो गोदामघरको आवश्यकता महसूस भएपछि चाइना रेडक्रस समक्ष गोदाम निर्माणको लागि प्रस्ताव गरिएको बताउनुयो । उहाँले भूकम्पका बेला चाइना रेडक्रसले पु¥याएको आर्थिक र सामग्रीगत सहयोगको प्रशंसा पनि गर्नुभयो ।

यस्तै सोसाइटीका महामन्त्री देवरत्न धाख्वाले नेपाल रेडक्रसको सन् २०२० सम्मको विकास योजना अनुसार यो गोदामघर निर्माण परियोजना प्रस्तुत गरिएको बताउनुभयो । 

प्रस्तावित भवनको विस्तृत डिजायन ३ महिना भित्र  तयार हुने छ । रु. १३ करोडको लागतमा दुईवर्षभित्र गोदामघर निर्माण सम्पन्न गरी आवश्यक उपकरणहरुको समेत व्यवस्था गरिनेछ ।  

रेडक्रस सोसाइटी चाइनाका उपाध्यक्ष वाङ हाइजिङका नेतृत्वमा नेपालको तीन दिने भ्रमणमा आएको प्रतिनिधिमण्डलले आजै भक्तपुरस्थित गोदामघर निर्माण स्थलको अवलोकन समेत गरेको छ भने भोली काभ्रेका भूकम्प प्रभावित समुदायहरुको अवलोकन गर्ने कार्यक्रम रहेको छ । प्रतिनिधिमण्डलमा  चाइना रेडक्रसका डेपुटी डाइरेक्टर, इन्टरन्यासनल कोओपरशेन डिभिजन प्रमुख सम्मिलित हुनुहुन्छ । (Ms. Yu Liying, Deputy Director, Ms. Hai Liman, Head of International Cooperation Division and Ms. Chen Yue, International Cooperation Division, External Liaison Department)

कार्यक्रममा नेपाल रेडक्रस सोसाइटीका कोषाध्यक्ष देवेन्द्रबहादुर प्रधान, उपमहामन्त्री हरिप्रसाद न्यौपाने, भूकम्प प्रतिकार्य कार्यक्रमका प्रमुख उमेश ढकाल, कार्यकारी निर्देशक इन्द्रबहादुर केसीलगायत अन्य कर्मचारीहरुको उपस्थिति रहेको थियो । 

Key information-

Central Warehouse Construction agreement was signed today at Kathmandu between Red Cross Society of China (RCSC) and Nepal Red Cross Society (NRCS). The agreement paper for a duration period of 2 years (1 January 2018 to 31 December 2019) was inked by Mr. Dev Ratna Dhakhwa, Secretary General of NRCS and Mr. Wang Haijing, Vice President of the Red Cross Society of China.

 This RCSC support is based on the earthquake recovery frame work of NRCS in which RCSC is supporting the implementation of the warehouse construction project by providing financial assistance of 1.3 million USD.

Mr. Wang Haijing, Vice President of the RCSC said, "RCSC will explore other areas of support to Nepal."

NRCS chairman Mr. Sanjiv Thapa said, "The main objective of the signed project is to construct a central warehouse building of NRCS at Bhaktapur with adequate equipment and facilities."

A high level team from Red Cross Society of China (RCSC) is in Nepal for a 3-day visit. The RCRC team led by Mr. Wang Haijing, Vice President of the Red Cross Society of China comprised of Ms. Yu Liying, Deputy Director, Ms. Hai Liman, Head of International Cooperation Division and Ms. Chen Yue, International Cooperation Division, External Liaison Department. 

 Addressing the signing ceremony NRCS Secretary General Dev Ratna Dhakhwa highlighted the relevance of the warehouse construction project and said," it was realized that the existing capacity of the NRCS warehouse was not enough to cope with mega disaster like earthquake of 2015 April. Likewise, it was learnt that it is not advisable to have a warehouse in the National Headquarters where access is limited for big vehicles."

 Currently, NRCS is managing its central warehouses in temporary structures and rub halls. And other warehouses in different 11 strategic places of the country.

The team today also observed the construction site at Bhaktapur. The team will visit kavrepalanchok district tomorrow and observe Red Cross support activities targeting people affected by 2015 earthquake.
